Do vets call animal control to do a welfare check on pets over due for a checkup?

Background: My best friend gave my boyfriend and me her dog 3 months ago. She and I aren't speaking right now for unrelated reasons. Yesterday, animal control came by, on an anonymous tip, to do a welfare check. The officer had my best friend's name, our address, and our dog's name. I asked my best friend if she knew anything about it. She said it was probably the vet because the dog is overdue for is heartworm checkup. The vet had our address because she sent medicine here (bf and I live in a different state). I (or anyone else I've talked to) have never heard of a vet going to these measures for a missed checkup but is it possible?
