Litterbox recommendations

So, for starters I have 2 cats. One is fairly large - his vet says she's surprised he is the size he is for a short haired cat. He's a little over a foot tall and from nose to tail he's probably 2 and a half feet. Hes also 27 pounds, but he looks slim and dont worry - his vet says hes not overweight for his size. The other one is absolutely tiny at 9 pounds and shes fully grown. I scoop their litterbox 3 times a day, sometimes more if I feel like it needs to. The large one has feline urinary tract disease so I absolutely make sure their box is always clean because he is at a risk of blockage which is life threatening and the vet bills are costly. I don't know why, but they dont bury their waste like all my other cats in the past have. They scratch the edge of the litterbox, the floor, and the wall next to it instead of digging in their litter. It's extremely loud and they have damaged the areas around their litterbox. I thought maybe it wasnt big enough so I bought a bigger one, and they still do it. And if anything- the litterbox is comically larger than the little cat, so she should have stopped if size was the problem. They also get the litter everywhere. I tried a larger covered one, but my boy doesnt like it because even the largest covered I've found one is too small. People have suggested getting a storage container but I dont know how to DIY at all. It's just not my forte. And I dont want to spend 25+ on something I'm just going to mess up. Has anyone else had the scratching problem? And does anyone have any suggestions on how to fix it? They are starting to drive me crazy.
