Not experienced. Could I provide a good home for a pet?

I'm 23 and moving into my own home for the first time in a few weeks. I have always loved animals and spent hours at my neighbors that had pets throughout my childhood. But the only pets I ever had and cared for was two guinea pigs when I was 7 to 12 and a stray cat that came and left whenever it wanted.

I really want to have some company when living alone, but I'm not really sure what to get. I would like a cat, but since the apartment is small and living on a street in a suburb I don't know if that's a good idea. I'd have a big shared garden but I don't think its possible to build fences and stuff to keep a cat safe. But I don't want to get a cat if I can't provide a good and safe home for it.

Since I never had pets I'm not sure what alternatives are. I love rats too, they are supposed to be intelligent and interesting pets, but no idea how much caring they actually need. Guinea pigs would be an option, but not exactly what I would want.

You should know I'm chronically sick and not working at the moment. I plan on working about 3-4h a day in the future, but I'm not able to do 8 hour shifts so I'd definitely have enough time.

I have enough money to be able to afford a pet, but not if it needs to see a vet every two weeks for whatever reason.

Again, I want to be a good owner and if I can't be I won't get a pet. I'm just not experienced enough to judge the situation without opinions from others.
