Right time to put down cat?

My cat seems to be in a lot of pain but still has some life to him.

He can barely breathe, and his eyes are sunken in and barely open. But he still walks short distances and eats, but often pukes both freshly eaten food and bile.

He's 15 and the vet told us a few months ago he was progressing through renal failure. We can't really afford to treat him much. He randomly approaches me with this pained meow. But now he's sitting up and staring down the stairs like he used to. He usually now just hides in this one spot and doesn't follow the dog around anymore.

Mom says it's time to say bye, although I remember not putting my other cats down until they were much sicker. No one will take care of him when I move back out soon.

1) Is this the end of the road or maybe just a UTI (we could afford to fix that). He got worse in the last week but has been almost this bad for 2 or 3 years 2) If it's not a UTI, is putting him down or waiting merciful? I almost would want to watch him for a few weeks
