Killing pets for no reason can lead to six months to two years in prison in Portugal

People who inflict pain, suffering or any physical abuse on an animal will have similar prison sentences.

Portugal's Animalist Party is proposing another law to protect livestock.

Killing pets "without legitimate reason" in Portugal can now carry a prison sentence of between six months and two years, and even more if there is "perversity" in the act. The novelty is the result of a modification to the rule condemning the ill-treatment of pets such as dogs, cats or ferrets, approved in 2014.

With the changes, in force since this week, whoever kills a pet without a justified or legitimate reason, incurs a crime that foresees punishments ranging from six months to two years in prison, although it also allows the sentence to end in fines.

In addition, the text increases the penalties by one third if the death of the animal occurs "in circumstances of particular censorship or perversity". This element of "perversity" is also taken into account from now on to aggravate the maximum punishment foreseen for anyone who, without killing the pet, inflicts "pain, suffering or any physical abuse", set at between six months and one year in prison, or fines.

The changes arise from a proposal by the PAN party (People, Animals and Nature) and the Marxist Bloco de Esquerda with the aim of preventing many trials from ending up in the archives due to gaps in the law. This is the case of Simba, a five-year-old lion shot down by a neighbor in 2015, which was tried as a crime for property damage.

The alterations to the law, in addition to providing for prison sentences in the event of death, "speed up the processes of assisting pets," explained PAN deputy InĂªs de Sousa Real to local media.

The fines that will be collected from now on for these situations will be destined in part to private institutions of public use or associations that take in abandoned animals. The PAN says it is preparing another law to protect livestock animals, which are not covered by this amendment.
