My new rescue dogs are behaving unusually and I don’t know what to do

We adopted two Yorkshire terriers from a shelter yesterday, Teddy [8] and Tuppence [10] both female dogs. They came from the same house however they might be from a different family. They show signs of being neglected and used for breeding, for example being scared of the dark, scared of noises, not toilet trained, unable to eat out of bowls ect. But regardless I already love them so much, and that’s why it’s so upsetting seeing them behaving rough with one another. Neither one of them have been spayed.

Teddy likes to lick Tuppence’s eyes and bum, also she constantly circles around her, at first I thought this was a protective instinct because they were both scared, but Tuppence is beginning to growl at teddy for getting too close.

On occasions teddy has almost climbed on top of Tuppence, and a few times even tried to hump her?! And when that happens we pull her away because Tuppence is in a lot of distress.

Does anyone have any idea what this could be caused by? And how to prevent it from happening? We will be getting both of them spayed as they’ve been abused in a breeding farm and I think that’s caused a lot of trauma. I know they are incredibly anxious cause it’s only the second day we’ve had them and they still can’t sleep at night alone, but it’s so sad seeing them like this.
