Is my dog being protective or aggressive?

I have a pit bull mix named baby she has been quite aggressive towards my german shepherd it became a problem when baby left a nasty scar on my other dogs mouth She not the same with other dogs is it because they live together i just don't know what to do I've gotten a muzzle but she still tries to attack her thru it
