My cat has so many fleas and they infested our house. I tried flea drops but they won't go away. What can I do?

I really don't know what to do at this point. I've tried flea drops several times but they just won't go away. They even bite us sometimes, I can't even imagine how it is like for my cat. He hates water even just a little bit so i can't wash him or sth. I can't even clean him with a wet towel.

I feel like combs wouldn't work anymore. I've thought about shaving his fur but I don't know If that's healthy.

Any advice would be appriciated.
