Why does my roommate's cat keep peeing on our clothes?

First off, thanks for reading this post.

My roommates and I all have cats, and one cat, Milo, has this one problem. He keeps peeing on clothes that just belong to me or my significant other.

Milo and his owner live in the basement area of the house, but he did also live upstairs for a bit. He has lived in this house before and is very comfortable here. He also gets along with all the cats and people living here, and is very well adjusted.

However, this is a continuous problem that I can't figure out how to fix. Milo comes upstairs to visit during the day, and can travel up and down freely.

For some reason, he only pees on the clothes that myself and my significant other may leave on the floor for a bit, and he has even peed on my slippers before. My other roommates leave clothes on the floor all the time, and he doesn't pee on them. Since this is selective, I'm certain it isn't a health issue, as he uses the litterbox fine.

Does anyone have an idea of why he's targeting our clothes in particular, and what we can do to stop it?
