PLEASE HELP Dogs eating neighbor’s outdoor cats’ feces.

This is a long one but I am literally losing my mind with this entire situation and am beyond frustrated, any advice is super appreciated. TLDR at the bottom.

I just bought a house and moved there with my two dogs. To be plain, they’re fairly naughty, and don’t love listening to me, ESPECIALLY when it comes to eating things they’re not supposed to. Next door to me, separated by a chain link fence, are our neighbors. To be plain again, they’re kind of trashy. Literal trash litters their yard, they throw cigarette butts all over, including into my yard, they have tons of small children they constantly yell and curse at and leave alone outside to do whatever, and the police have even been over there in the middle of the night a couple of times. They also have I think about six young, diseased looking, outdoor/indoor cats. Who run all through the neighborhood. I know for a fact that they belong to these neighbors, bc they have told me.

I have nothing against cats, we have a cat (indoor only) and he’s lovely. But these neighborhood cats drive me insane. I have no idea if they have fleas or what diseases they could be carrying, and they are constantly in my yard, on my car, on my porch, everywhere. On top of that, they come into our back yard and constantly lay fat putrid wet sticky shits. They reek, they’re disgusting, and I HATE dealing with them. On the flip side, my dogs LOVE them. The dogs have never been around cats before we moved here, and have never lived anywhere where unfamiliar feces pop up in their yard (they used to occasionally try to eat plants and other things in the yard, but were never so enamored like they are now). Every time they go outside they snoop and try to find them, and if they do before I can run over to them (yelling does NOT work, neither does a firm “leave it”, or even a happy distraction like “Buddy come!”) they chomp down. It’s horrendous. Their breath smells exactly like rotting shit, and bc they’re two big dogs and we live in a tiny home, my entire house thus smells like cat diarrhea.

I love my dogs so much but this has been the most FRUSTRATING thing in the world. I can’t even stand to be around them bc I’m so mad at them, and they’re revolting. The only way I know how to somewhat help the stench is for them to eat coconut oil, but they love it and I don’t want them to feel like they’re being rewarded after doing something so bad. I just started a new job where I am gone pretty much 11-12 hours a day (commute+classes+working) so I get up at 5am to walk them and spend time with them, and I don’t want the few hours of my evening to consist of dealing with shit breath and frustration. I miss wanting to be around my dogs, and not constantly resenting them for disobeying me and not being able to leave them alone for two seconds in their own yard without having to deal with this. On top of everything I’m so scared they’re going to catch something from these animals.

Moral: I want the cats OUT. I want them as far away from me as possible. I want them to never even dare come near my vicinity. I want them to clench their tiny assholes and run for the hills when they venture close to my property line. Do you guys have any (cost effective - I’m a broke grad student and not wanting to shell out cash I don’t have to keep my nasty neighbor’s nasty animals in line) solutions that have worked for you? If you’ve had a similar situation? I know chicken wire won’t work, bc while our fence is tall, the neighbors just have a chain link that the cats often stand on, so I know they could still get through. I doubt reasoning with the neighbors would do any well bc they’re obviously not the best pet owners, and probably wouldn’t give a damn. I’ve contemplated going as far as calling animal services (bc seriously, those cats don’t look okay. They’re dirty and look underfed and sick. A lot of them are young too so I’m guessing they don’t bother to spay or neuter and they let them do whatever so I’m sure more kittens will come around eventually.) but I’m new to the neighborhood so I’m sure they would put two and two together and realize it was me and retaliate in some way (seeing a few of them get arrested at 2 am was enough to make me not want to deal with them at all).

Please let me know if there’s literally any way to help this situation, I’m seriously losing my sanity over it.

TLDR: disgusting neighbor cats shitting all over my yard, disobedient dogs constantly eating it. I’m miserable. Please help.
