Sorry if this may be the wrong place or if this may sound like something that may sound like common sense.
The other day I was driving out of my neighborhood and passed a woman walking, presumably, her dog (could be a dog walking service I don’t really know if my area has that type of service). As I was passing her, I saw her leg wind up for a kick and swing forward but stop right before actually making impact with the dog. As I was about to confront her I realized she never actually hit the dog, I had no visual evidence of any abuse to show any authority, and I don’t know who I would contact to deal with the situation. The lady seemed a little unhinged, so I didn’t want to fully deal with it myself. So I drove off but this has been sitting in the back of my mind since then because as a dog owner I feel guilty.
At this point I know there isn’t much for me to do. I hope I never see this lady again, but I want the dog to be safe. If this situation were to happen again, is there anything I could do?
