The Most Humane Thing?

My boyfriend's parents have some sort of Chihuahua mix. He's very old and has lost a large amount of his hair and teeth. His remaining teeth are badly decaying or broken. The dog has seizures very often and is constantly shaking. He pees large puddles of blood almost daily and has difficulty eating. He also poops everywhere because he doesn't have any control over it. He poops while walking sometimes. They don't want to waste money on taking him to the vet and neither of us could afford a vet bill for their dog either. It seems like euthanizing him would be the cheapest and kindest option for everyone involved. I think he could convince his parents to pay for the dog to be euthanized if he swings it that it's cheaper in the long run than to keep buying dog food and cleaning supplies.

Is there a better option than this? I don't think his parents will be willing to spend much money on the poor dog.
