Two cats that have historically socialized well are now fighting consistently and loudly.

I have two cats, Dusty (3) and Wiggles (3). They were adopted at around 10 weeks old each and have known eachother since then. Wiggles likes to go outside occasionally but Dusty tends to exclusively remain inside. Recently, Dusty got diagnosed with mild arthritis in her hip after we noticed her limping and took her to the vet.SInce then, Wiggles has been much more aggressive towards Dusty, often chasing her around and refusing to leave her alone despite her growling and hissing at him. When we keep Wiggles inside for whatever reason (rain, for instance) this problem worsens to the point that it is near constant growling and cowering from Dusty and Wiggles refuses to leave her alone for more than a few minutes at a time despite multiple sprayings with water whenever he is aggressive.

What does this behavioral change mean and how might we reduce the amount of aggression? (i keep getting woken up in the middle of the night due to growling nearby!)

Note that Wiggles has never hurt Dusty, never so much as drawing a drop of blood, there is just significant growling from Dusty and distressed squeaking from Wiggles.
