Jack Russell with Dog Dementia

I really need some advice or perspective. I have a Jack Russell that I rescued about 12 years ago. At the time they put his age at 2 so we assume he is now about 14. He has always been a werid little dog, he does not bark ( possibly because if past abuse) and he does not jump or bounce. He has always been a chill lazy dog. My now husband has never liked him, because he was very protective of me and would snap at him. The vet suspects he has Cushing but because testing is very expensive it hasn't been confirmed. Cushing doesn't cause pain but one of the very annoying symptoms is that he drinks a lot of water and then pees in the house, our fake wood floors are not fairing very well. But the vet has also told me he has dog dementia, and its heartbreaking. I know that he is lost and confused, he has started pacing the house and stares at walls.

Here is were I feel lost and need help. I know there is no way he is going to get better and will continue down this sad passageway. I have bought dog diapers to help with the pee problem. But if the vet says he is not in pain, but will continue to get worse, what do I do? He has been my consent companion for 12 years. I got him to help bring me out of depression and basically as an emotional support animal (I do not take him with me out in public, he is not a trained service dog) but I do credit him with saving me. My husband says he does want to tell me to have him put to sleep because he knows how hard that would be and I would blame him. But he thinks that's what needs to happen before he gets worse.

He is not the same dog, you can look at him and know he is lost. But he still knows who I am. Am I being selfish? At what point do I decide his life and welfare are done?
