Hey folks! So I live in a very temporate area, and right now winter is in full swing. There is a dog nearby that has been barking for a while (an hour or more) and it sounds like it is outside. While the noise is a little annoying, I am very concerned about this dog being left in the cold. Is there someone I can notify about this? Should I just mind my business? Thanks
