Roommate leaving her kitten in garage? (Northern Canada)

So I'm assuming it's not okay for a kitten to be in a semi-insulated garage overnight during a Canadian winter. Recently moved into a place with a < 8 month old kitten and a pretty neglecting owner.

Temperatures are only hitting about -10 maybe but that already seems way to cold for a car, let alone a kitten, to be, more or less, outside. Or is a garage good enough? It's not warm but it's obviously enclosed shelter. I tend to let her in when I wake up early and they go to bed fairly late so it might only be 4-6 hours out there; but she's freezing cold and desperate to get inside when I open the door. Which seems like an obvious sign.
