Toy poodle growls at shibas when sniffing each other

I just adopted a toy poodle recently and take him to the park a lot near our house that’s popular for dog owners to go to. He seemed pretty good with other dogs and really enjoys saying hi to them and playing with them. Though for some reason whenever owners with shibas(which is ALOT because I live in japan) let their dog and mine say hi, mine seems to go into growl mode soon after even though original he was very interested in saying hi. I’ve heard toy poodles are very vocal when they play but he typically gets to play with other toy poodles and other breeds frequently and he never growls. They just play back and forth. It doesn’t seem to be about size because he has been fine with dogs even bigger than shibas. I’m just confused as to why he would be excited to say hi to shibas all the time but not be fine soon after they start sniffing each other. Shibas from my experience are not playful at all, especially compared to other toy poodles here. Could that be why? Is it some dominance issue? I suppose I’ll stop letting him near them but there are a lot of shibas here so it’s unfortunate. My dog growing up hated other dogs because he got attacked by one when he was little but he never was “interested” in saying hi and then changing his mind once he did. I’m just wondering what the issue could be and if anyone had any idea. TIA
