Tips of brushing teeth of a dog that will bite fingers?

I'm at my wit's end. We've tried all sorts of ways to brush my dog's teeth but he absolutely hates anyone touching his mouth. We've tried brushes, finger brushes, ear swabs, gauze pads, etc. He always ducks his head when we try to open his mouth and if we linger in the area for more than 3 seconds, he flips out and tries to bite us. He normally a very sweet and easy going dog, but his mouth is his absolute no go zone. We've been giving him dental chews to help keep the tartar at bay but he sheds like crazy and licks himself, so little short hair gets stuck along his gum line. We don't want to have to take him to get a full dental cleaning under anesthesia too often other than the recommended once to twice a year.
