Cat Meowing Question

Any idea why a outside/stray cat would be meowing during the nights and around the same time each night?

The cat is a regular in the apartments and gets fed in the day by various people, some even bring her in and play with her for a while

The mowing is a faint sound and really odd sounding, not aggressive and she does it about 15 minutes in front of the building looking at the street, is it a cry for attention? Hunger?

My main concern is that I owned a house cat long ago, she got sick so we took her to the vet and he told us it was kidney issues and she was in pain that he recomended to be put to sleep so she wouldn't suffer and that her late night meowing was out of pain, but in her case she was really old and started to show signs of no energy, not eating or drinking water the stray seams fine as she sleeps, eats and is playful I see her about every day
