Need advice with found pet

We found a cat in wondering the neighborhood about two weeks ago. It was a small cat, declawed and had missing fur on her back. Due to the pandemic, the local shelter would not take her in. So, we took her in.

We took her in to the vet and she had no chip. We posted to Nextdoor, called it in to the shelter for a missing pet report and posted to Craigslist. No replies for days, so we contact a shelter that offered to take her in assuming she didn't have ringworm (they were concerned about the hair loss).

So, we took her in to the vet. The vet said she showed signs of neglect, that she has a flea allergy and suggested we get her vaccines, medications for the flees and a cortisone shot to help with her constant itching (she licked a spot on her paw raw). There were also some issues with her eye. She was terrified at the vet so they had to sedate her. The visit cost us $400 out of pocket. She went to a foster home and is with a great foster right now. They had to take a follow-up vet appointment that cost them $200. They just put her up for adoption today.

Now, nearly two weeks later, a poster was just put up at our park from the cat's owner. Two whole weeks. What upsets me very much about this that the cat is let outside, it is declawed (we have coyotes and territorial cats around the area) and the poor state the cat was in (all the missing fur and the vet even mentioned the cat shows clear signs of neglect).

So now, what on earth do I do? This person clearly isn't fit to care for this cat (who on earth declaws a cat and then lets it outside?). But...it is their cat. What do I do?
