Help me with my overactive dog!

My husband and I got a German Shepherd/pit bull mix when he was 8 weeks old. He was always high energy, but we took him to doggy day camp from the time he was 10 weeks until he was just over a year. During that time, I got pregnant and we noticed he started getting a little aggressive with other dogs at drop off. So we ended up installing a doggy door in our back door so he could stay home and go in and out all day. He’s such a good boy and never really ruined anything in the house so we trusted him. But we messed up. Being pregnant and tired, I never walked him when I got home from work and my husband worked long hours so also didn’t walk him during the week. On the weekends we took him to the dog park and while leashed he would lunge and bark when he got excited, but off leash he was completely fine around other dogs and played nice. Fast forward to now. We recently moved out of state and are temporarily in an apartment until we find a house/area we like. I’m no longer working so I walk him every day and take him to the dog park most days. Here’s my problem... his barking and lunging at other dogs has gotten ridiculous. He will not heel, and will only not pull if he’s a good amount ahead of me. He’s 70 lbs and will pull me so hard I’ve nearly fallen, not to mention 90% of the time i also have my son in a stroller which just turns into a shit show. I’ve tried everything y’all! I’ll bring treats on the walk, and he will take the treat and then start pulling again. I will stop walking and he stops and heels but then will immediately start pulling again after I start walking. His barking has gotten out of control and he seems like the neighborhood bad dog. It’s embarrassing to see how he acts when the other dogs are so good and look at him like wtf is wrong with you dude. I’ve gone through so many treats trying to train him but I’m clearly doing something wrong. He lunges at the tv all the time at other animals too. Again, I’ve tried and continue to try training him on this. I’ve tried and continue to try training him to be quiet. No matter how much I watch YouTube on training, nothing seems to help. My husband is 100% over him and it breaks my heart. HELP ME!
