Need advice! Our dog got attacked

Yesterday around 4:30pm my girlfriend was walking our 2 dogs and a few houses down a german shepherd came out of their gate and attacked our smaller dog (Charlie) around the neck. She tried to fight the gs off but it wouldn't let go and she screamed for help. A woman comes out and yells at her husband to handle the matter. He comes out with a knife and the gs immediately lets go and goes back in the gate. They say their kids must have left the gate open, my gf doesn't know what to do/say but she immediately comes back home carrying Charlie. On the way home, she said another neighbor asked if our dog was ok and that he saw the whole thing. We immediately go to the vet (they were about to close) and they do xray, antibiotics, and needed to stitch him up. We had to leave him there overnight and said they will call in the morning to give us an update. Anyways, the bill is almost $3k, which we put on our credit card and then went home.

The advice we are seeking is how do we handle this situation? We are both introverts and not experienced in any law or legal lingo. We are planning to go to that neighbors house later today to talk to them but how do we handle them paying for a bill we already put on our credit card? or what if they refuse to pay? Please help!!

TLDR: Neighbor's german shepherd ran out of their front gate and attacked our smaller dog, 1 witness, vet bill is almost $3k on our credit card, need advice on how to approach our neighbor to pay later today.
