Neighbor just got a dog and they constantly leave him outside and it’s constant barking and whining and I don’t know if this is even legal? Also, today we had a heavy downpour and now it’s 12:30am and he leaves him outside? What advice would you people suggest? The guys not the most pleasant to talk to.
