Neighbour keeps feeding my cat

A neighbour of mine keeps putting food out. It's cheap food, the kind that ONLY just passes the test for consumption. He claims he feeds a stray, which okay fine. However, I explained to him that my cat (and the other 17000 cats round here) has been eating the food and it's making my cat really sick as he has a senstive stomach and therefore we've put him on a fairly special diet that suits his stomach.

I explained this to him politely (a few times now) and asked if he could put the food out when he sees the cat about, or perhaps only leave it out for an hour or two a day and for that time I'll keep my cat in. You know - COMPROMISE. I also explained that by leaving it out all day, especially in hot weather, flies are going all over it which is gross and it's also not good that several cats are eating this food and drooling all over as it can spread germs between cats.

Well, this afternoon I had the doors open because it's warm so my cat was out and about. I saw him standing outside this neighbours door so I went and shifted his lil butt to go stand somewhere else but I saw him go stand straight back by the neighbours door as I walked away - Cats amirite? I went back to my house to make a drink and I came back out to find that the neighbour had put food out and my cat was eating it - all in the space of no more than 5 minutes. So that's told me that he's deliberately doing it and he knows FULL WELL that my cat is eating the food for the so called stray (that I've never seen but whatever). I went down and grabbed my cat and now he's in and seems fine but I'm keeping a close eye on him.

FRANKLY, I'm terrified that since he knows it's my cat, what if he laces the food with something poisonous for some sick reason? What if he does it because I've called him out on it and asked him not to do it. I don't know what else to do at this point. A couple of people have suggested to do just throw the food away as I see it but I don't want to add fuel to the fire as it is and GIVE him a reason to hurt my cat. I don't think what I've asked is unreasonable. The thing is, my cat was very ill last year and vet reckoned (£200 later) that it was food poisoning, so I wouldn't be surprised if this is what caused it.

I'm completely at a loss here, there's no laws or protection in the UK for this kind of thing. Technically he isn't doing anything wrong, all I'm asking for is a lil bit of compromise. I can't keep my cat in all the time (and I feel cruel if I do, he loves to go out and sniff and ya know, be a cat) and I'm still slowly training him on a lead because of this issue but he's senior now, so he's not taken to it great.

Any suggestions welcome, please!
