Neglected dog, skin and wound infections, no access to vet - asking for advice

Please help me. I think one of our dogs have a bad yeast infection or SOMETHING on her skin. It spread to her chest, chin, front legs and have patches of it on her back now. She has scabs and infected scratch wounds on her upper chest. My brother was the one taking care of her, I was the one looking out for our other dog. Under his "care" where he used laundry detergent and a harsh brush when giving her a bath (which most likely irritated her skin and messed up the ph balance or something), a patch of pink itchy skin appeared on her chest which grew. I asked him to just use the shampoo that I use on our smaller dog, that other soaps and scrubs are bad, he didn't listen and our parents didn't care. It was my mistake to let my brother bullshit his way into "taking care" of the dog, I didn't want to do it for him and I regret it so bad. I only, finally took over when it had spread and by then it was too late, regular dog shampoo wasn't enough to undo the damage. She probably needed something medicated at that time. I messed up. I would have preferred a vet visit, but my parents didn't want to. Each night a new sore would appear from her scratching so much and now it's become so bad.

I don't know what to do. I want to go to the vet, but my parents won't support it. I can't go by myself because in my country people under 21 can't go out because of the lockdown, I also don't have any means of transportation, no car and not enough money for the vet itself. Animal rescues are rare here and even more so with the current pandemic. My local officials/authority can't help, animal care isn't exactly emphasized where I live, the government doesn't help that much. I don't know who to call. I tried to beg my parents for a vet visit but was met with hostility from my mother (who told me to just use bAKinG sODa on her skin, kill me now) and indifference from my father. My brother only cares about how cute the dog is and doesn't come near her that much anymore since the infected wounds are starting to smell.

I try to flush and debride her wounds with diluted povidone iodine, but find it hard and scary because the pain makes her move too much and might snap. We don't have any topical antibiotics. I'm thinking of administering oral antibiotics for the infection, but since I'm not a professional, I'm holding back. What should I do please help me.
