Should I let my cat outside sometimes?

I have an 11 month old (neutered) cat who I adopted a couple of months ago. He's very adventurous and curious about going outside, so I took him into my garden 3 weeks after adopting him for about 15 minutes. The problem was after he came back inside, he would meow and scream to go back constantly. I then opted to keep him inside as a completely indoor cat, and he begged to go outside for about a week, then gave up.

Recently I've been spending more time with my family out in the garden, and as we have a sliding glass door looking out from the living room to the garden, he really wants to come out there with us. I feel really guilty about keeping him inside so I've decided to buy a cat harness and leash to take him out into the garden with me. I'm not comfortable letting him out alone as many indoor/outdoor cats in the neighbourhood come back with scratches and bites from the strays that roam around. My worry is that if I let him out sometimes (probably once a day for about an hour) he'll scream to go outside all the time. Does anyone have advice on how to make him understand he's only allowed out at certain times, and experiences if their cats behave the same way? I would love to let him outside with me but his incessant meowing to go out once he's had a taste of the outside drives me crazy.
