Animal Neglect & Ownership Rights in Illinois (USA)

Hi Reddit,

Hoping for some help on this one. I'm fostering a cat through "crisis care" - he has an owner who is experiencing financial hardship and the shelter has placed him with me for the time being (now >3 months).

The cat is sweet but appeared severely traumatized - angry, scared, territorial, etc. Had learned to defecate in a bathtub so I needed to teach him to use the litterbox. In short, I'm very concerned the previous owner is responsible for this through abuse and/or neglect.

I've told the shelter I won't return the cat until they look into the original owner. They've had over a month, yet have ignored my repeated requests and are now asking for the cat back. I'm refusing to comply until they can assure me the original owner isn't responsible for the cat's trauma.

Does anyone have advice on how to proceed? What does the law say about this? What kind of "check" into the previous owner should I be requesting?

Any thoughts are greatly appreciated!!!
