Cat sitters have been letting my indoor cat outside

I lost my apartment due to Covid-19 and have been staying in temporary accommodations where no pets are allowed and it would be impossible to sneak him in. So, he's been staying with family friends. I was very clear telling them that he's an indoor cat and should under no circumstances be allowed outside, but they say he has been getting out on his own and they can't keep him inside. I have no place else to take him. None of my friends can watch him. I'm not going to have my own place until January or February. I don't know what to do. I don't want him to end up full of parasites or hit by a car. I don't want him killing local wildlife. I'm so upset. Now I'm afraid he'll have fleas and be infected with toxoplasmosis or get hurt. I also have OCD and extreme anxiety about contamination with parasites so I'm afraid to even go pick him up. What do I do? What vaccinations will he need after this--when he was younger the vet said that since he was an indoor cat there were a bunch of vaccinations he didn't need.
