keeping my two cats confined in my room for a year?

I got my two cats (brother & sister whom love each other very much) with the intent of them being indoor cats for their whole life. Unfortunately things went south & i moved back into my moms house last year. I plan on going to college & getting an apartment again in exactly one year, next august & will obviously bring them with me. They’ve been at my moms for about a year now & they’ve been indoor/outdoor. I let them roam our huge yard during the day & put them in my room to sleep at night. Now we have neighbors moving in like DIRECTLY behind us. They are hunters and also have hunting dogs. They don’t seem friendly whatsoever from our few encounters with them & i truly don’t want to risk anything. Would it be cruel to keep them in my room & stop letting them go outside? My step father is “allergic” to cats so i can’t allow them in the living room. I have their cat tree in here, am planning on getting rid of things just occupying space so they can have more room, & also putting a cat garden in here. The neighbors moving in just put the cherry on top, really. I worry myself sick at work when they’re outside.
