Thinking about fostering dogs

So I'm 17, male, currently unemployed but looking to get a job soon. I live with my mom, and occasionally stay with my dad. I'm very depressed and down, and often like taking care of animals.

I really want a dog to take care of and raise as my own, however the lease for my mom says we cant have pets, even though we already have a cat that the owner knows about.

I think it would be unfair to any dog to get it, shower them with love and affection, and then dissapeared for hours on end because I have to work 11 hour days, or however long I'd be working. My mom is unemployed do she could watch them while I'm gone. But I'm also starting college soon and I'm not sure if i could be able to take them with me.

My mom brought up the idea of fostering for a few weeks just to help with me. I really feel like I need an emotional support animal, preferably dog. However I agree that fostering would be the best solution for me, and the dog.

However, where would I go to even foster a dog? Do local humane society's offer fostering, or is there a special business I have to contact? Do they have to check the apartment to see if its suitable for their animals? My moms house is kinda a mess, but nothing for the animals to get into from the ground.

I know with children fostering, CPS sends out a team to make sure the people and house is suitable for children, but do they do that for animal fostering as well, and do the animals come to me with everything they need already, or will I have to purchase items for them?
