Cats on planes needing to stand?

United Airlines has a policy that if you bring a pet into the cabin, it has to be able to stand and turn around in its carrier. My cat can't fully stand in her carrier but she can crouch and turn around all she wants. Has anyone heard of a cat getting rejected for being too tall? I've heard of it happening to dogs on another airline, where they're been turned away at the check in counter.
