Help with grooming an elderly cat. Loose hair tufts?

I have a long haired 16 year old cat and recently she's not been able to groom herself properly. I think she's just not flexible enough to reach any further down than her waist because of her age.

She's been growing these long tufts of very loose hair, especially on the areas she can't reach while grooming. Removing them isn't painful and she actually purrs when I do, but when I try to brush her hind legs she immediately runs off. I think it's painful for her to be touched on the legs, but she doesn't have pain anywhere else from what I can tell. Her legs look clean but much more unkept and maybe tangled compared to the rest of her hair.

I've tried brushing her legs, but it's too rough for her; she won't even let me pet her there. She's never liked baths and I'm not sure how to do it, but I might try it out over the weekend. Thoughts?
