My Cat Is An Obsessive Meower

My cat is a male, around a year old. I adopted him when he was around six months old, and he’s always meowed a lot. Like, A LOT. I originally thought he wanted food, which is pretty true but eventually he gets full. He’ll still meow. I assumed he wanted to go outside, so I let him out. He’s outside, alone, nobody in sight; He meows. As he walks away, he’ll meow. When he jumps, he meows. He’ll even meow when he’s drinking water and make a little bubbling noise. He’ll be quiet sometimes when he’s awake. It’s just not possible for him to constantly meow every second he’s awake, but if he could do it, he would. He tends to meow when you touch him, look away from him for a bit and then look at him again, or meow at him.

I should also mention, he got neutered about a week ago. I’m hoping that will help his meowing problem but, I’m not getting my hopes up. Does anyone have any similar experiences and things I can do to make him be quiet? He can be quiet sometimes but the circumstances have to be perfect. It can get frustrating because letting him out is something I’d rather not do, as he’s already gotten an abscess from fighting. Anyone who can help me would be amazing
