Need some dual male dog advise!!

We adopted a 2 year old male dog(not fixed). Our 10 year old dog(not fixed), and our 4 year old cat (fixed) are adapting. While the cat, as all cats would is keeping his distance, the dogs have a humping fest going. All they do all day is circle each other trying to hump. At least 3 fights have erupted between the two and we don't really know what to do. I know we can fix the younger one which we plan to do soon, but the older dog which is the instigator and anxious pursuer isn't safe to get fixed at this stage of his life. Is there anything we can do about the situation that can help? And is there another way to control the older dog's hormones as I foresee it being a problem in a big move we have coming up. TIA.
