Regretting agreeing to let my roommate get a dog.

Some context: me and roommate have been great friends for the last 6 or so years and we recently got a place with just the 2 of us. I already have a cat but she is a little sweetheart aside from being a bit bonkers sometimes. About 2 months ago my roommate adopted a 3m/o chocolate lab pup and at first things weren't so bad but recently I've become very annoyed. Brady (the pup) has some serious separation anxiety issues. And if he is in his crate he is whining. If he is out of his crate and not getting enough attention from a human, whining. My roommate works 9 hours a day M-F and puts him in his crate that is in his room while he is gone, he also comes home at lunch to feed the dog and take him outside. But they don't go on extended walks, and I hardly see him playing with him. The dog is more or less left to his own devices, or puzzle treats to keep him occupied. I really feel as though my roommate wasn't ready for the time commitment it takes for a puppy. I on the other hand work at night and have been woken up by his yapping on more than one occasion. I have no problem helping take him out or watching him but if he's already whining in his crate I don't want to reinforce that behavior. We live in an apartment building and if someone comes to complain I'm the one who will have to deal with it. He also has yet to inform our landlord he has him, meaning if someone calls and complains we could be evicted. I have told him this and we haven't made any progress. He has tried to stifle the barking by getting puzzle treats like I say but he immediately forgets about it when he leaves and goes back to barking. I don't know what to do, it shouldn't be my problem, I didn't agree to listen to a dog whine a yelp all day. And i feel especially bad for our neighbors. I am losing my mind over an animal that isn't mine and I hate it
