Am I wrong for returning a rescue dog

A little over a month ago my SO and I adopted a dog. We both love dogs and have had many including rescued ones. However, we are in over our heads with this one. She is such a sweet dog when we are around and home (besides the anxiety attacks she gets throughout the day that last 20 minutes at a time mostly.) she is on prescribed Xanax for this. She will hurt herself attempting to get out of the crate when we are not home. When we have left her out of the crate she is extremely destructive. She has destroyed all of our blinds completely, scratched all the pain off off a couple doors, knocks everything over. We also live in an apartment complex and she has become more dog aggressive. When we first rescued her she didn’t have any of these issues until about 2 weeks later. I have read this is quite normal for issues to arise with rescues after a couple of weeks.

We don’t believe have the time or the money to be able to fix these damages regularly or spend the time training her.

We are looking at returning her today. I feel terrible because she is such a cute and sweet dog when we are around and I have grown attached to her. But I am worried when we take her back she will not be adopted for a long time. She was in the rescue for a good length of time before we adopted her.

Am I making the right decision? If so how do I get over this guilt and sadness?
