Any advise for apartment hunting with 3 pets?

My husband and I are moving into an apartment long term, and the only ones in the area only allow 2 pets. We have asked if any of them will accommodate 3. They have all said no, though we haven't directly spoken with management, just whoever was manning the desk. I suppose it's possible we might get lucky directly speaking with management, but we also might not.

Otherwise, we've been talking about who we would rehome. Our female black cat, tolerates but doesn't get along with our dog. It seems she might actually benefit from a rehome and find herself in a happier situation than we could provide for her.

She does have behavior issues in the form of chewing/eating paper, card board, plastic bags, and electrical cords. We put hand soup on our cords, and she doesn't mess with them. We put our plastics bags tucked away. And for the rest, we got a calming collar, and she does much better.

She would be the most difficult to rehome, given her issues. And I'd like to see her in a home with another cat because she loves to play and no dogs or small children because she doesn't seem to care for either. She's also not a lap cat and only wants attention on her terms.

Our medium haired female grey cat would be the easiest to rehome. She is beautiful, and is a lap cat. Wants your attention and love and doesn't care who wants to carry her around so long as she's being held. She will play with our dog and the neighbor's dog. She doesn't care.

Then there's a our male shih poo dog. And rehoming him might make our black kitty happy. But I got him after my mom died. He has been my buddy and my joy and my support, and I don't think I could handle giving him up. My husband suggested trying to get him certified as an Emotional Support Animal, which would give him rights in a "no pet" apartment, not the right to be a 3rd pet in a 2 pet apartment (though management might be more lenient). But I would need to be diagnosed with a mental disorder, and I don't think grief counts.

I'm a bit of wreck. I don't want to rehome any of our pets. I suppose our best bet would be to beg management. Otherwise, I'm not sure what to do.
