Are cheap pet fountains safe?

I've been thinking of getting my cats a water fountain to drink from, mostly because my boy kitty keeps following me to the bathroom to drink out of the tap when I run it. But I can't justify spending a lot on one for the forseeable, and I don't want a plastic one.

There are plenty of cheap ceramic ones on ebay ($30-$40), but I'm hesitant. I don't want to unintentionally expose my pets to something nasty through good intentions. Would one of these cheap ones be okay or would they be better off just drinking out of their regular dish?

(I've also heard you can cobble together one from an aquarium filter, which I'd be open to doing, though I'm not sure how difficult/successful that'd be)
