How Can We Stop Our Four-Month Old Puppy From Eating Rocks?!!

We live out in the country and there are rocks/pebbles/gravel everywhere.

What we've done so far:

1) told her "NO!" firmly and chased her to get the pebble; she swallows it.

2) jerked her back and sprayed her with water when she goes for a pebble; entire walk was jerking and spraying.

3) built a rock-free enclosure in the yard; she digs for pebbles and swallows them when she finds them.

4) soaked cotton balls in Bitter Apple and left them out for her to discover; once she developed an aversion to the smell, we soaked pebbles in Bitter Apple and left a couple out; she swallowed the pebbles.

5) bought her super expensive puppy kibble to add to her homemade, animal-dietician created food in case it's a mineral deficiency.

We can't put a mask on her during walks because she's a pug and needs to pant to cool herself.

She has a huge deck to run around on and a large, pebble-free enclosure in the yard, but we need to walk this puppy!! She is not bored--she has another dog to play with and lots of toys and ball throwing and running around on the deck and in her enclosure.

We're at our wits' end! Any advice would be welcome!!
