Too affectionate cat?

I’m catsitting this male cat, maybe domestic short or mediumhair? His owners are on vacation and he seems way too affectionate. The second I walked in the door and held out my hand he rubbed against it, and every time I’ve visited he’s been rubbing against me and everything around him constantly the whole time. I don’t have much experience with this cat, but this doesn’t seem like normal behavior from what I’ve seen. In addition, if I walk around the house too quickly he will sometimes bite my ankle, and for seemingly no reason (overstimulation?) sometimes he will bite my hand and wrap around and hold on with his paws (this is a game I play with my own cat, but I wouldn’t do it with someone else’s). Usually if he starts to bite I decide it’s time to leave. He’s an outdoor cat, if it helps, and he has been confined inside for the entire time.
