How to get rid of my sisters old cat?

Now I am probably an asshole to you. My dad adopted a elderly cat and then lost interest so he wanted to get rid of it. My step sister didnt want the cat to go so said she would take care of it. She isnt. The cat will run out of food and meow at me and my boyfriends door for HOURS non stop. I'll text her to feed him and she'll ignore me. My boyfriend fed him once and she had the nerve to say we fed him too much, when it's not even our responsibility?? The cat went into our room and sprayed the wall and floor and when I asked the sister to clean it up she said "you are not to let Roy in your room" like um?? It was a accident?? The cat is 12 years old with back arthritis and no one is giving him pain medication or CBD oil. He also isnt on flea treatment so my cats will get fleas even though I gave them flea treatment. Now I have 2 cats of my own that I bathe every month and give flea treat feed them 2x a day so i can take care of my cats but i cant handle a third cat i didnt even want. Roy will also meow for HOURS at 3 am in the morning and when I bring it up she always says "that's how Roy is" My thing is, hes old and his quality of life sucks he can barely walk without it being painful but she doesnt want to pit him down. So my boyfriend and I are left taking care of him and the cat has a low quality of life because he cant walk without severe pain. (He limps BAD)
