Is leaving dog in crate a good training method?

I recently adopted a chihuahua mix. I already have one chihuahua, that’s just turned 1 and he was pretty easy to train. The new one I adopted has not been so easy. Our new dog has kind of made our older dog regress. Everyday I come home there is something shredded to pieces. I’ve learned to not leave anything in reaching distance for them, But now our new dog can reach up on fireplace and retrieve stuff to chew up. Recently even though the new dog I thought was pretty well puppy pad trained is starting to Pee and poop on blankets and rugs and various areas of the floor? I don’t know why. I got a pet cam to see which dog is exactly the culprit even though I knew it was a new one because our older one has never done this before, and the pet cam just confirmed my beliefs.i don’t really know what to do. I don’t work very long hours at work. So should I keep him in a crate while I’m at work? Is that cruel? I know other people do it, but idk. Has it been effective with anyone else for training? This whole thing is wearing down on me mentally. I would never give him away but it’s really hard to deal with.
