So my next door neighbour always has their dog locked up in a small cage in the backyard, and they've recently decided to put their cat in there too, in the same cage as the dog. They've even left them out there in the Winter when it's raining heavily and hailing. I can hear the poor things whining all the time and I feel so bad for them.
I'm really scared to report it though, because my parents might get upset with me (I'm only 16).
There's also another guy who lives on the other side of the block who does the same thing to his dog. Someone reported him and rumour has it he ended up going around the whole street threatening to hurt the neighbour's children if they reported him again. Somehow he wasn't jailed which makes me absolutely furious if that actually occurred. So that's another reason to be worried about reporting it.
Just today I heard him yelling at his dog followed by the poor thing whimpering, assuming he's physically hurt the poor dear.
I've filed online reports to the RSPCA but I don't think they've done anything.
I know there's benefits to crating your pets if done correctly, but I'm a huge animal lover and it breaks my heart to see them in cages and hear them whining all the time. There's also the fact that your pets can develop serious mental issues if they're neglected and not looked after properly.
What should I do? Can the police be brought into this? I hate to see them in this state.
What can I do to help this situation?
