Which is more effective at saving lives? Adopting from a kill-shelter or 11th hour rescue shelter, or a non-kill shelter?

Adopting from a kill-shelter and 11th hour shelters are saving a life for an obvious reason. Theoretically adopting a dog from a non-kill shelter allows them to bring in more dogs which saves lives as well. Which, in reality, would be the best way to save a life?
