[Advice] Extremely friendly neighborhood cat causing problems, I don't know what to do

Theres an orange tabby that strolls around and quite often I see him either in my yard or driveway. The cat has a collar and bell so it belongs to someone. I have a small parrot that is free 90% of the time and often comes outside with me and rests in a small tree often above where I sit. This cat has been showing up a lot and sometimes I catch it hiding in the plants watching me and my bird. I try to scare him off when I see him but hes so used to people he doesn't care. This morning I left something inside before work and left my door cracked, THE CAT CAME INSIDE MY HOUSE. I'm allergic to cat scratches and my dad is severely allergic to cats, not to mention I could loose my pet if I don't see him in time. What do I do? I think I know the owner and they are dangerous people (I know from past experience) and I am 1000% not comfortable going anywhere near that house. Advice anyone?
