Can young (3 year old) dogs get arthritis?

I had my dog seen by our vet for a pinkish/reddish raised sore on his knee that he was picking at and licking constantly. Possibly notable, he and I had gotten covered in seed ticks a few weeks ago, I gave him his flea/tick medicine that was a few days overdue (my bad!), a bath, and picked them off, but was worried I missed one or something else bit or irritated him.

The vet basically said it didnt look like a bite, and that he likely has arthritis. Hes only 3 years old, 4 at the end of the year. He is a small mixed breed, we estimate he'll likely live 12-15 based on other dogs around his size. When asked about treatment, she said try to keep him from licking his knee. When asked about the 16 hours a day we're either asleep or at work and cant stop him from licking, she mentioned a donut/cone.

I'm thinking a cone constantly as the only treatment for arthritis that he'll have forever, is no way for a dog to live his life.

If it doesnt go away, I'll seek a 2nd opinion, but is this normal? For a dog at only 3 or 4 years to have arthritis?
