Cat Being a Bully?

Hi r/pets! Hoping to get some advice or perspective. I have (2) cats. One is a year and the other is a year and a half. I got them both when they were babies. The younger (Barbie) I got when she was 8 weeks old. I got the older (Kermit) when he was 8 weeks as well but I got them 6 months apart. If that makes sense. ANYWAY, the issue is this: 99% of the time they are fine. They eat, sleep and play together with no issues. However every once in awhile Kermit will just relentlessly pursue Barbie. He will not let up. He chases her, tries to pin her down etc. He is a lot bigger than her (she is a very small cat and he is a very large one) so it's not really a fair fight. I end up having to break them up and put one of them in a different room to "cool off." I feel bad for Barbie when he does that but I don't really know what to do. I have sprayed him with a spray bottle, clapped (to make noise), physically reached in and removed one of them. Like I said, for the most part they are fine but I'm worried he is going to hurt her one day. Is there anything you guys can suggest? Is this normal cat behavior? It's been YEARS since I have had kittens so this is kind of new for me. Thanks all for any advice. Oh, they are both 100% indoor if that makes any difference.
