Cat meows angrily and bites aggressively whenever I am working at desk

I work a lot from my desktop computer, and my cat (around age 4) always likes to jump onto my mousepad/keyboard and bites me. Usually it seems like he is almost biting me for using my mouse and keyboard while he tries to walk over me. I tend to try and ignore him but its impossible to do so. He is well fed, always has a clean litter box, and just randomly freaks out some times unprovoked.

He is deaf, so I don't know if that has something to do with it, but he still can angrily meow and hiss at me for doing nothing but gently moving him off my desk. The bites and scratches are usually skin-breaking, so its not easy to just deal with. I can tell he isn't trying to play, but he is obviously mad at me for something that I did, which is nothing. Do I need to play more with my cat? Would boundary spray work to keep him away from my desk or is that just a scam? It's been going on for about a year now and I am pretty much fed up with how he acts.
