My dog is not interested in his toys and ‘self-mutilates’

I have a 2 year old Westie that has a terrible habit of licking/biting his front and back legs until they are raw and bleeding. He also sometimes scratches his neck or bites a spot near his back thigh till theres a bleeding wound but he does not stop even when specks of blood spray out (not kidding, ive woken up to a bloody floor before).

To protect at least his neck and front legs, we let him wear a ‘cone of shame’. All day, unfortunately, because he bites his front legs first chance he gets. The obvious downside of this is that he is bored and unable to play with toys at all (admittedly cruel but we were at our wit’s end).

We recently decided to remove his cone and get him new toys, namely a rope chew toy and a Kong Wubba, in the hopes that toys will distract him from any itch and resultant biting. However, he does not seem to be interested in the toys at all. I try to interest him in them by holding them up and shaking them, letting him sniff and hopefully bite but he walks off after a short while. He does not want to play even when i manipulate the toys for him.

I am quite desperate for help especially regarding the ‘self-mutilation’ as it pains me to see his scabs and patches of raw skin with no fur. Since my family lives in Singapore, a warm country, we shave him to make him feel cooler and maybe less itchy. If anyone has/ has had a dog that wounds itself, please advise on how to stop this habit? Sorry for any incoherent rambling but I hope you get the idea
