My neighbor & their endless stream of kittens

Over the summer my family and I noticed that a house a few streets over from us had a rabbit crate on their porch with a “free kittens” sign. When we looked, there was one kitten left with no water (in the middle of July) and nothing to eat but chicken bones. Naturally, we took the kitten in. But what really made us angry was when the neighbor told us that it was the Mom cats 5th litter. & the woman is also currently pregnant with her ninth child. None of our business, but the treatments of the cats drives us crazy. Just yesterday we noticed that there’s another group of kittens in the crate, this time no “free kittens” sign. Is this worthy of reporting? Or saying something?

Just about the entire neighborhood had had enough of the kittens always running around, mainly because were worried about them. They refuse to neuter the mom (who is very small, can’t be older then 4) so therefore I’m assuming they won’t neuter the kittens either, so soon enough they’ll probably do it with each other. On top of that, chicken bones can’t exactly be nutritious.
